Education Secretary Arne Duncan offers new guidelines for distributing the $3.5 billion from the Title 1 School Improvement Grants. "States and school districts have an opportunity to put unprecedented resources toward reforms that would increase graduation rates, reduce dropout rates, and improve teacher quality for all students," Duncan said.

What is the ratio of students to computers
Nationally, about 5.4 percent of schools have a computer for every child. Project RED: Revolutionizing Education found that in general, states with smaller populations were better able to fund and implement a one-to-one ratio of students to computers. South Dakota, Maine, and Wyoming had the highest percentage of schools with computers for each student; California was last in the ranking.
